Job Details The Associate Regional Compliance Officer (ARCO), Jefferson Health- Thomas Jefferson University Hospital will be responsible for supporting the Regional Compliance Officer (RCO) in the oversight of all compliance activities, functions, and initiatives related to the development, implementation, oversight, and maintenance of the Corporate Compliance and Ethics Programs, specifically the prevention of fraud, waste and abuse. The ARCO position is responsible for managing and implementing specific compliance workplan initiatives, corporate-wide information governance initiatives, implementing necessary policies and procedures, and enterprise-wide risk assessments, auditing, monitoring, and training activities designed to manage, eliminate, or reduce risks. This position is responsible for working closely with key stakeholders and senior leaders to implement elements of the Corporate Compliance and Ethics Program to ensure regulatory compliance affecting Thomas Jefferson University Hospital. Job Description ESSENTIAL FUNCTIONS: Manage day-to-day operations within the region’s compliance program, which specifically impact Thomas Jefferson University Hospital to ensure alignment with the Enterprise Corporate Compliance Program. Implement risk-based management of all reports and guidance requests to compliance, including hotline reports through Jefferson’s Alert Line, and responses to regulatory notices for Thomas Jefferson University Hospital. In collaboration with the enterprise compliance team, develop, oversee, update, and manage region-related policies owned by the enterprise corporate compliance team. Deliver education, updates, and appropriate support to key stakeholders including senior leadership and management personnel to ensure awareness and alignment with compliance owned policies including Jefferson’s Code of Conduct and Ethical Behavior. Maintain as a liaison with departmental and hospital functional areas to represent compliance program initiatives and approved workplan activities. Provide guidance to Thomas Jefferson University Hospital on a daily basis to ensure alignment with federal and state regulatory standards. Timely and effectively respond to alleged violations of policies, procedures, and standards of conduct by evaluating or recommending the initiation of investigative procedures, and appropriate corrective and prevention action plans. Assists with the planning and support for internal proactive audits which includes periodic updates to internal compliance team members, key stakeholders and various business units. Assists in coordination with the RCO in the management of external investigations and audits by regulatory enforcement agencies. Coordinate and support the planning and execution of materials for compliance governance reporting including hospital board compliance and privacy committees and management compliance council or steering committes. Provide timely compliance reports to internal compliance team members related to KPIs and industry benchmarking data associated with local hospital and regional compliance activities in support of an effective compliance program. Exercises appropriate judgment and utilizes collaboration in developing departmental compliance work plan, evaluating audit findings, investigating compliance matters, developing corrective and prevention action plans and providing targeted education and resources. OTHER FUNCTIONS AND COMPETENCIES needed in addition to Essential Functions: Assist with effectively managing staff and appropriately delegating assignments. Leading internal investigations and providing routine and ad hoc reports as needed. Manage regional-related benchmarking efforts relating to Thomas Jefferson University Hospital. Provides up- to- date analysis on new developments in the field of Compliance and industry leading best practices impacting health care organizations with internal compliance office and potential external key stakeholders. Conduct activities designed to continuously assess and improve compliance effectiveness at the region and enterprise levels. Preparing summary reports concerning all strategic initiatives, audits, investigations, and corrective action plans. Assists the Chief Compliance Officer (CCO) and compliance leadership team in ensuring that Jefferson Health's Compliance Program fully meets the standards for effective health care compliance programs as established by federal regulators. EDUCATIONAL/TRAINING REQUIREMENTS: Bachelor’s degree in Health Care, Business Administration, Public Administration or related field required. JD or Master’s degree preferred. CERTIFICATES, LICENSES, AND REGISTRATION: Healthcare Compliance Certification from the Compliance Certification Board (“CCB”) within six (6) months of appointment and maintain such certification throughout employment. EXPERIENCE REQUIREMENTS: 5+ years of progressively responsible experience in health and medical service or related field required. Experience and/or certifications in acute care facilities or other physician practice group environments highly preferred. Hospital or physician practice group experience in state department of health highly desirable. ADDITIONAL INFORMATION: Strong project management and organizational skills. A high level of proficiency in the use of Microsoft Office including, Microsoft Word and Excel. Maintaining a thorough understanding of Federal and State laws, rules, regulations, and guidance governing: (i) fraud, waste and abuse; (ii) billings, payments, overpayments, and mandatory reporting; (iii) provider exclusions; (iv) whistleblower protection; (v) human subject research compliance; (vi) quality assurance; (vii) corporate governance; (viii) health information privacy and security (ix) employee privacy and confidentiality; (x) conditions and other requirements for participation in government healthcare programs; (xvi) other compliance-related topics as necessary to maintain an effective co
