Investigative Support Auditor

The initial tour of duty is 36 months in length, with a possible extension of up to an additional 24 months, subject to mission needs, employee performance and management approval. Extensions are not guaranteed. Selected candidates(s) must agree to complete their full 36-month tour. Employees will be required to sign a transportation agreement and minimum service agreement prior to their assignment overseas.

Qualifications: You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. This position has a positive education requirement. You must submit proof of education or of certification to be considered for this position. To qualify for this position you must meet one of the basic requirements described below: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: serving as a lead auditor or primary auditor on a complex assignment, developing detailed audit steps to cover unique audit situations; OR working independently to examine accounting data and contract terms, assuring compliance with accounting principles, standards and regulations, preparing working papers and substantiating documents, drafting conclusions, findings and recommendations, supporting audit finding through communicating with the contracting community or negotiations and experience in government contract auditing for both mobile and/or major contractors or experience performing forensic accounting work with investigative agencies; OR experience in independently developing complex data analytics models using data tools (e.g. Power Query and Power BI). Definition of Highly Qualified: To be considered highly qualified for the Investigative Services Auditor, GS-0511-12 position, a candidate's experience must demonstrate a superior level of expertise in all the following areas: Demonstrates extensive experience in preparing, reviewing, and finalizing complex audit reports in accordance with GAGAS/GAAS. This includes working on reports for sensitive or adversarial contexts, such as litigation and fraud investigations. Acting as a technical advisor, subject matter expert (SME), or go-to resource for colleagues on intricate matters of auditing, forensic accounting, or regulatory issues. Leading audits or analyses that resulted in significant, value-added recommendations. Identifying major resource misallocations, uncovering systemic fraud, or contributing to substantial financial recoveries. Illustrates a deep and integrated application of GAGAS/GAAS, the Federal Acquisition Regulation (FAR), and criminal/civil procedures in high-stakes environments. Experience navigating conflicting information and applying a broad range of regulations to resolve complex audit issues, particularly in cases involving "Suspected Irregular Conduct" (SIC). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. Current Federal Civilian employees may provide copy of their most recent performance appraisal during application process. PAY: Locality Pay does not apply to the Europe Branch Office (EBO). U.S. locality pay will be discontinued upon assignment. Currently, employees assigned to the EBO in Wiesbaden receive Post (Cost of Living Allowance) and Living Quarters Allowance (LQA), both are nontaxable. Overseas allowances fluctuate based on the Euro exchange rate. Post allowance is a non-taxable cost of living allowance granted to employees stationed at a post or foreign area where the cost of living, exclusive of quarters costs, is substantially higher than in Washington, DC. Post allowance is not based on a percentage of your salary, but is a cost index percentage between the Washington, DC area and the assigned post, and is based upon the number of eligible family members residing at the post and the base salary.
