Higher Education Compliance Salaries: A Complete Pay Band Analysis

Purdue University publishes a job classification sheet for every staff position: the pay band, the career stream, the minimum, midpoint and maximum, and the experience required. We captured thirteen of them across the governance, risk, compliance, audit and legal functions and reconstructed the underlying pay structure. Every figure below is Purdue's own published number, not a survey estimate.

Salary guides for governance, risk and compliance almost always report survey averages. Someone asks a few hundred practitioners what they earn, the responses get averaged, and a number appears with no way to check it. Higher education is different, because public universities publish their pay structures. The numbers are auditable, they are tied to a specific job code, and they tell you the floor and the ceiling rather than a single midpoint.

The pay band table

Purdue prices staff roles into lettered bands. A band sets the money; the job title and discipline do not. Here is the complete S-band range covering the professional and management staff population.

Three things hold across every band without exception. Each step up is between 14.9 and 15.4 percent on the minimum. The midpoint is always 1.39 times the minimum. The maximum is always 1.78 times the minimum. That consistency is what lets you price a role from its band alone.

What the structure reveals

Management does not always pay more

Auditor, Senior is a professional-track role with no reports. IT Audit, Senior Manager hires, fires and runs a team. Both are band S075 at $74,200 to $132,200, with the same four-to-five year requirement. In audit, taking on people management is worth nothing.

Go one rung further and the individual contributor pulls ahead. Auditor, Lead is a P4 specialist at $85,300 to $152,100, a full band above the manager who supervises a team. Depth outearns span.

Compliance behaves differently. Compliance Officer, Senior is S070 and Compliance, Senior Manager is S075, so there the step into management is worth one band. The value of becoming a manager depends entirely on which sub-family you are in.

Audit starts higher than compliance

Auditor, Senior and Compliance Officer, Senior are both P3 roles requiring four to five years. Audit sits a band higher, which is $9,600 more at the floor and $17,400 more at the ceiling for the same seniority and the same experience.

The law degree is worth exactly one band

Counsel and Compliance Officer, Senior Principal are both P6 roles requiring ten years. The only difference in the stated requirement is the credential: a Juris Doctor rather than a bachelor's degree. Counsel is S095, Compliance Officer Senior Principal is S090. The JD is worth $16,800 at the floor and $29,800 at the ceiling.

Risk management sits at the top

The highest-paid role in this family is not compliance or audit. It is Risk Management, Senior Director at $129,700 to $230,900, a job that runs insurance procurement, claims operations, loss financing and broker relationships. In higher education the apex GRC role is treasury-adjacent.

It ties with Counsel, a pure individual contributor with no reports. At the top of this structure, deep expertise and broad management authority are valued identically.

Sponsored Programs, Senior Manager is worth a second look. Purdue classifies research grant administration inside Legal and Compliance, under Contract and Grant Administration, not under Research or Finance. Research administration is a compliance function, and it is priced like one.

How to use this if you work in higher education

  • Find your band before you negotiate. The band, not the title, sets your range. If you know your band you know your ceiling.
  • Check the stream before you chase a management title. In audit it buys nothing at the senior level. In compliance it buys a band.
  • A lateral into audit may pay more than a promotion in compliance. The floor is a band higher for the same years.
  • Midpoint is the real target. At 1.39 times the minimum it is where a fully competent incumbent is meant to sit, and it is a more defensible ask than the maximum.

Each entry lists a job code, pay band, job family and sub-family, career stream, FLSA class, minimum, midpoint, maximum, and the stated education and experience requirement. Job codes are included in the tables above so any figure can be checked against the source.

These are structural ranges, not actual paid salaries. What an individual earns depends on where they sit within the band. Ranges are also reviewed periodically, so treat these as a snapshot of the structure rather than a permanent figure. This analysis covers one institution. Other large public universities use similar banded structures, so the shape generalizes even where the dollars do not.
