The Records and Information Management Specialist (Records Officer) is the senior technical advisor responsible for formulating policy, performing strategic analysis and planning, conducting program outreach, coordinating and conducting training, developing metrics, and ensuring federally mandated information governance and accountability measures are in place. Provides ongoing general and/or program specific training to medical center staff related to records management.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For appropriate SF-50(s) to submit please see Required Documents section for examples of SF-50(s) to include. In addition to meeting the Time-In-Grade Requirement you must meet the Minimum Qualification Requirement below. Minimum Qualification Requirement: Specialized Experience: You must have one year of GS-09 level specialized experience directly related to this position within the organization. Examples of specialized experience would typically include, but are not limited to: Senior technical advisor in federal records management and information governance. Develop detailed assessment reports and corrective action plans after identification and analysis of problem areas. Develop and utilize records management metrics, dashboards, audits, surveys, and other reports to identify potential issues in records management. Compiles and presents findings to service chiefs, management, and higher leadership and follows up on action plans. Performs records inventories, quality control, compliance inspections, and audits to ensure records are properly managed. Provides management briefs, feedback, and resource recommendations to executive leadership. Plans, leads, organizes, and directs all records management functions. Maintains the system master essential records inventory and file plan ensuring all essential records are identified and safeguarded. Coordinates records storage, maintenance, and disposition with the VA Records Center and Vault, and NARA-approved commercial records storage facilities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of GS-09 level specialized experience directly related to the work of the position and education beyond a master's degree may be used to qualify.
