This vacancy is for a GS-2210-11/12/13, IT Cybersecurity Specialist (Applications Software/SYSADMIN) located in the Department of Homeland Security, U.S. Coast Guard, Coast Guard National Response Center (CG-NRC) in Washington, District of Columbia.

Qualifications: Basic Requirements: To qualify at the GS-11 grade level, your resume and assessment scores must demonstrate information technology skills necessary to perform the duties of this position at the GS-11 level and at least one (1) full year of specialized experience. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Specialized experience for the GS-11 may include the following: IT Concepts - Experience in applying, a wide range of modern information technology concepts, principles, methods, standards, and practices in assigned IT domains sufficient to plan and carry out difficult and complex assignments. IT Infrastructure - Experience with information technology infrastructure, including assigned applications, databases, operating environments, system interfaces, Appian platform components, and related technical resources sufficient to analyze system behavior, identify problems, evaluate alternatives, and recommend or implement corrective actions. System Performance - Experience monitoring methods, tools, and techniques sufficient to review system performance information, logs, alerts, user reports, and operational data; identify performance, availability, or reliability issues; and recommend actions to improve system operations and service delivery. Applicants may qualify at the GS-11 grade level by meeting or exceeding the minimum proficiency level established for each of the required competencies for this grade level in addition to the specialized experience requirements. Required Competencies and Minimum Proficiency Level: Attention to Detail - 3 Customer Service - 3 Interpersonal Skills - 3 Problem Solving - 3 Team Work - 3 Technical Competence - 3 To qualify at the GS-12 grade level, your resume and assessment scores must demonstrate information technology skills necessary to perform the duties of this position at the GS-12 level and at least one (1) full year of specialized experience. Specialized experience for the GS-12 may include the following: Software Development - Knowledge of systems and software development life cycle principles, requirements analysis methods, testing and evaluation practices, and technical documentation methods sufficient to participate in the design, development, modification, testing, implementation, maintenance, and support of NRC applications, workflows, reports, scripts, interfaces, and system enhancements. Database Concepts - Knowledge of database concepts, data integrity practices, file management, backup and recovery principles, data retention considerations, and database administration methods sufficient to support the availability, reliability, accessibility, and accuracy of data across assigned systems. Product Knowledge - Knowledge of commercially available products, vendor documentation, Appian documentation, system manuals, technical advisories, and other reference materials sufficient to evaluate assigned technical issues, recommend appropriate use of products or services, and support maintenance or enhancement of agency systems. Applicants may qualify at the GS-12 grade level by meeting or exceeding the minimum proficiency level established for each of the required competencies for this grade level in addition to the specialized experience requirements. Specialized experience may include the following: IT Development - Experience in applying, advanced information technology principles, concepts, methods, standards, and practices sufficient to design, develop, test, implement, administer, secure, integrate, maintain, evaluate, and improve applications, databases, Appian workflows, system interfaces, cybersecurity controls, and supporting IT infrastructure. Database Administration - Experience in multiple IT domains, including application development, low-code/no-code platform development, systems administration, database administration, cybersecurity, systems integration, configuration management, disaster recovery, and technical customer support. Cybersecurity - Expert knowledge of cybersecurity and information security principles, methods, tools, controls, and operations, including applicable federal, DHS, Coast Guard, Department of Defense, DISA, NIST, and NRC requirements, sufficient to assess risk, identify vulnerabilities, implement controls, remediate deficiencies, support incident response activities, and advise on security implications of system changes. Applicants may qualify at the GS-13 grade level by meeting or exceeding the minimum proficiency level established for each of the required competencies for this grade level in addition to the specialized experience requirements.
