Core skills include operating-model design, charter development, decision-rights mapping, process design, committee facilitation, portfolio prioritization, dependency management, issue escalation, metrics, and continuous improvement.

Applied skill is visible when governance speeds responsible decisions instead of generating meetings and paperwork. Build a program blueprint containing scope, authority, roles, intake, review paths, service levels, records, exceptions, reporting, and maturity milestones.
